The “URBAN-INCERC” (National Institute for Research and Development in Contruction, Urban Planning and Sustainable Spatial Development has been established following the decision of the Romanian Government No. 1398 of November 18, 2009, published in “Monitorul Oficial” No. 816 of November 27, 2009. The Institute succeeds the former National Institute for Building Research (INCERC), the National Institute for Research and Development in Urban Planning and Spatial Development (URBANPROIECT) and the National Resource Centre for Research, Development and Documentation in Construction, Architecture, Urban Planning and Spatial Development (CDCAS) and continues their impressive works.
The activity of the URBAN-INCERC is co-ordinated by the Ministry of Regional Development and Tourism. Due to this fact, URBAN-INCERC will continue to be deeply involved in the formulation of policies and the devising of programs and plans in its fields of competence as well as in the specific regulatory work, contributing to the exploitation of the research results as information /documents of public interest.
URBAN-INCERC also prepares documents containing solutions to the problems in its fields of interest, performs research into building and building materials different form those specified in the National Research and Development and Innovation Plan; it performs studies and research for the development of technical and economic regulations as a base for the conception, building, utilization and post-utilization of buildings; it carries out applied research in regional development and spatial development, the development of the network of settlements, polycentricity, protection of built-up areas and natural areas, environmental friendly rehabilitation and reconstruction; it performs studies and applied research in urban planning for sustainable development of settlements, diagnoses and forecasts in spatial development, urban planning and housing, etc.
All this work is aimed at extending, on the one hand, the regulatory framework and, on the other hand, the dissemination of the specific information /data in building, urban planning, sustainable spatial development and housing ensuring an active participation of URBAN-INCERC in the implementation of the objectives of the Strategic Concept of Spatial Development in Romania – 2030.

The institute edits and publishes the Buletinul Contructiilor (Bulletin of Buildings and Structures), under the authority of the Ministry of Regional Development and Tourism. “Buletinul Contructiilor” includes technical regulations for the design, approval, execution and use of buildings ans structures.
